HEALTHQUAL in Rwanda

With the support of PEPFAR, the Global Fund and the World Bank, ART is now available to 50,000 Rwandans living with HIV/AIDS. In the context of this rapid rollout and the large human resources challenges faced by the country's health system, the quality of HIV care is a major priority in Rwanda. The Rwandan Ministry of Health, as well as USG agencies and partner organizations are committed to providing high quality care to Rwandans living with HIV/AIDS. In the past, the Ministry has supported quality improvement initiatives, which have contributed to the creation of a culture of quality in Rwanda.

In late 2007, meetings were held between HIVQUAL International and key Ministry of Health officials and personnel at CDC-Rwanda. Participants were briefed about HEALTHQUAL and discussions were held about the development of a national strategy for quality. Work is currently underway to plan for a pilot implementation of HEALTHQUAL in Rwanda. In February 2008, a delegation of officials from the Ministry of Health and CDC-Rwanda participated in a Study Tour in New York City, providing them in-depth and hands-on knowledge of quality improvement and its implementation in HIV care facilities.

With just 400 physicians serving a population of 9 million, Rwanda suffers from severe shortages in its healthcare workforce. An estimated 150,000 Rwandans are currently living with HIV/AIDS, more than a third of which are currently receiving ART treatment.

The aftermath of the 1994 genocide in Rwanda has left significant challenges for the country and its health system.
